The Council of the Town of Lunenburg adopts bylaws concerning various community issues per the Municipal Government Act of Nova Scotia. Bylaws require a first and second reading at least 14 days apart and must be advertised in the local media. The Town uses the South Shore Bulletin for advertising approved bylaws and bylaw amendments. Most bylaws come into effect when they are advertised as approved. During the proposal stage, the public may submit written comments either in support or opposition or appear in person on the day noted in the advertisement.

Noise By-law Update – Clarity and Housekeeping
The Town of Lunenburg is proposing updates to its Noise By-law to improve clarity, enforcement, and alignment with how noise is currently managed. This is not a major policy change, but a housekeeping update focused on clearer definitions and more practical enforcement tools.
Highlights of the proposed update:

Clearer definitions of disruptive or excessive noise (e.g., ongoing noise without breaks, physical vibrations, or interference with indoor conversation).

Measurable standards for enforcement, including the “100-foot rule” during Quiet Hours (11:00 p.m. – 7:00 a.m.), where clearly audible noise beyond that distance may be a violation.

Simplified exemption process — the CAO can now approve short-term exemptions (up to 14 days), making it more accessible for applicants.

Direct enforcement authority for By-law Enforcement Officers, allowing for warnings, compliance orders, and tickets, while protecting complainant confidentiality.
Council gave first reading to the by-law on April 22 and will consider final approval on May 27. Staff may recommend minor refinements based on public input before that date.
